As of the census² of 2000, there are 22,605 people, 8,875 households, and 6,239 families residing in the county. The population density is 15/km² (38/mi²). The racial makeup of the county is 92.27% White, 0.61% Black or African American, 3.45% Native American, 0.23% Asian, 0.04% Pacific Islander, 0.50% from other races, and 2.90% from two or more races. 1.29% of the population are Hispanic or Latino of any race.
There are 8,875 households out of which 32.40% have children under the age of 18 living with them, 56.60% are married couples living together, 9.70% have a female householder with no husband present, and 29.70% are non-families. 26.30% of all households are made up of individuals and 13.00% have someone living alone who is 65 years of age or older. The average household size is 2.51 and the average family size is 3.02.
