Stephens County is a county located in the state of Georgia. As of 2000, the population is 25,435. The county's county seat is Toccoa, Georgia6.

Geography
According to the U.S. Census Bureau, the county has a total area of 477 km² (184 mi²). 464 km² (179 mi²) of it is land and 13 km² (5 mi²) of it is water. The total area is 2.70% water.
Demographics
As of the census2 of 2000, there are 25,435 people, 9,951 households, and 7,065 families residing in the county. The population density is 55/km² (142/mi²). There are 11,652 housing units at an average density of 25/km² (65/mi²). The racial makeup of the county is 85.74% White, 12.00% Black or African American, 0.26% Native American, 0.57% Asian, 0.08% Pacific Islander, 0.40% from other races, and 0.95% from two or more races. 0.98% of the population are Hispanic or Latino of any race.
There are 9,951 households out of which 30.50% have children under the age of 18 living with them, 56.60% are married couples living together, 11.10% have a female householder with no husband present, and 29.00% are non-families. 25.50% of all households are made up of individuals and 11.30% have someone living alone who is 65 years of age or older. The average household size is 2.46 and the average family size is 2.94.
In the county the population is spread out with 23.50% under the age of 18, 10.50% from 18 to 24, 26.60% from 25 to 44, 23.80% from 45 to 64, and 15.60% who are 65 years of age or older. The median age is 38 years. For every 100 females there are 92.40 males. For every 100 females age 18 and over, there are 87.90 males.
The median income for a household in the county is $29,466, and the median income for a family is $35,660. Males have a median income of $28,067 versus $20,850 for females. The per capita income for the county is $15,529. 15.10% of the population and 11.30% of families are below the poverty line. Out of the total population, 17.30% of those under the age of 18 and 18.60% of those 65 and older are living below the poverty line.
