Bush attends and speaks at the event, while former presidents Bill Clinton, George H. W. Bush, Gerald Ford and Jimmy Carter also attend. Ronald Reagan was the only living president not to attend, but Nancy Reagan attended in his place. Most members of Congress, the Supreme Court and Cabinet also attend, but Vice President Dick Cheney is held at an undisclosed location.
