According to the U.S. Census Bureau, the county has a total area of 1,361 km² (526 mi²). 678 km² (262 mi²) of it is land and 684 km² (264 mi²) of it is water. The total area is 50.21% water.

As of the census2 of 2000, there are 18,190 people, 6,902 households, and 5,204 families residing in the county. The population density is 27/km² (70/mi²). There are 10,687 housing units at an average density of 16/km² (41/mi²). The racial makeup of the county is 90.41% White, 7.25% Black or African American, 0.46% Native American, 0.39% Asian, 0.03% Pacific Islander, 0.50% from other races, and 0.97% from two or more races. 1.43% of the population are Hispanic or Latino of any race.

There are 6,902 households out of which 33.60% have children under the age of 18 living with them, 61.60% are married couples living together, 9.20% have a female householder with no husband present, and 24.60% are non-families. 19.40% of all households are made up of individuals and 7.60% have someone living alone who is 65 years of age or older. The average household size is 2.61 and the average family size is 2.98.

In the county, the population is spread out with 25.30% under the age of 18, 6.70% from 18 to 24, 30.50% from 25 to 44, 25.40% from 45 to 64, and 12.00% who are 65 years of age or older. The median age is 38 years. For every 100 females there are 98.60 males. For every 100 females age 18 and over, there are 97.50 males.

The median income for a household in the county is $40,822, and the median income for a family is $46,382. Males have a median income of $32,619 versus $22,641 for females. The per capita income for the county is $19,908. 10.70% of the population and 8.90% of families are below the poverty line. Out of the total people living in poverty, 16.10% are under the age of 18 and 8.90% are 65 or older.
