Petalburg City (Tōka City (トウカシティ Tōka shiti) in the original Japanese version) is a fictional city in the Pokémon series. It is located in the Hoenn region. It contains one's "father's" gym, and is where one meets Wally, a friend of the main character.

Gym
Norman is the new gym leader here, who moved in from the Johto region. He is the main character's father in Pokemon Ruby and Sapphire. He uses Normal-type Pokemon: a Slaking and two Vigoroth. His gym is divided into several rooms, each with a Trainer that uses a unique strategy, most of which correspond to items used to boost a stat temporarily (X Attack, X Accuracy, etc.)
Wally's family
A boy named Wally used to live here. He was sickly, so his parents sent him to Verdanturf. Before he left, he was able to catch his first Pokemon, Ralts, and make friends with Norman's child (the player).
Petalburg City in the animé
- In the animé May's family live in Petalburg City, including her father Norman, who is the Gym Leader. When Ash first arrives, May runs off (in a similar fashion to Misty when Ash first arrived in Cerulean City!) At the Gym, he meets Max pretending to be the Gym Leader. Once everything is cleared up, Ash meets Norman and Caroline, and has a practice battle against Norman's Vigoroth, which he loses. Max then joins the group, and Ash and May receive their badge cases.
- After Ash gains four badges, the group reunite with Norman and Caroline on their Wedding anniversary. The next day, Ash has an official Gym Battle against Norman's Slakoth, Vigoroth and Slaking, and gains a Balance Badge.
