Professor Tomoe

Souichi Tomoe (Tomoe Sōichi) is a fictional villain in the anime series Sailor Moon and a classic but handsome white-haired mad scientist. He is outright malevolent in the manga, but like many of the story's villains, he is considered to be more interesting (and sympathetically portrayed) in the anime. His name is generally translated simply as "Professor Tomoe."
He is one of the few male Boss-type villains in the series, rather than being someone's subordinate (arguably).
Anime version
Professor Tomoe is a fan favorite of villains. Actually possessed by an extradimensional 'demon' in a lab accident, in exchange for the reanimation of his daughter, Hotaru Tomoe, who died in the accident, he displays bizarre, but hilarously overdramatic mannerisms, and these are often a source of unexpected humor. It is never specified whether these are mannerisms of the demon or repressed aspects of his personality since he does not appear much at all after the main story arc, although his normal personality does peek out at times. He is normally a kind and loving father.
One of the unusual changes in the anime concerns his ultimate fate. In the manga, he dies, prompting his daughter Hotaru Tomoe to live with the 'Outer Senshi'. In the anime, he does not, yet the same occurs. Fans criticize this plothole as the series' occasional fault of ignoring the effect of minor characters and also the warning that many of the anime's changes or unmentioned implications should be and are not reconcilable to the original comic.
In the Canadian English Dub, he is called by the title Doctor rather than Professor, perhaps to more associate him with his "Mad Scientist" persona.
