The Green Progression is a novel by L. E. Modesitt and Bruce Scott Levinson about how good intentions have a way of backfiring, especially when the people involved in the cause are being manipulated by others.
As a former staffer at the EPA, Jack McDarvid, the main character, knows all about extremists in the cause of virtue. He now works for a law firm that represents companies that need clearances or information about just what is or is not allowed. But then his boss is killed in a shootout near the Capitol, and nothing is what it seems. And no one what they appear to be.

This book has a truly ingenious plot that is clever with many plot twists. It casts bureaucratic Washington in a very harsh light, but that just shows that the author knows how official Washington works.
