The 51st State is a 2001 film directed by Ronny Yu, starring Samuel L. Jackson, Robert Carlyle and Emily Mortimer. Most of the filming was done on location in Liverpool.
The film is alternatively named Formula 51. Both names reference the drug - which the film centres around - that is apparently 51 times more hallucinogenic than LSD, 51 times more explosive than Ecstasy, and 51 times more powerful than Crack.
