Background
Dr. Behrman participated in the Marshall University Civil Liberties Union civil liberties education forum in February 2004 to provide expertise in Constitutional law.
In September 2002, Behrman provided a column for the Marshall Parthenon (the university's newspaper) amidst the leadup to the 2003 Iraq War. In it, he argued that since the United States had signed the Kellogg-Briand Pact of 1928, and Iraq had not threatened or attacked the U.S., any invasion would constitute a war of aggression. Further, since planning or preparing a war of aggression is a crime under international law, Dr. Behrman concluded that Article II, Section 4 of the United States Constitution would require that many senior officials be removed from office.
