Popular dictatorship

A popular dictatorship is a dictatorship which has the support of the people. "The support of the people" may vary from merely the support of a bare majority of the population (the remainder of whom may be vehemently opposed to it), to being actively and devoutly valued by almost all -- the latter is clearly a more perfect exemplar of a popular dictatorship than the former.
Popular dictatorships may be divided into reactive and proactive popular dictatorships. In a reactive popular dictatorship, the dictator actively seeks the support of the people as his or her goal -- the dictator seeks to discover what course of action would lead to them being popular, and then attempts to implement that course of action. A reactive popular dictator will tend to do whatever is necessary to maintain popular support, having little regard for any other consideration. In contrast, in a proactive popular dictatorship the dictator is primarily concerned with other goals than popularity; but the dictator has the power to make the people desire the very same things as the dictator does. The proactive popular dictator does not do what will make them popular; they make popular what they do.
