Merrill is a city located in Lincoln County, Wisconsin. As of the 2000 census, the city had a total population of 10,146. The city is located to the south of and adjacent to the Town of Merrill.

According to the United States Census Bureau, the city has a total area of 19.5 km² (7.5 mi²). 18.2 km² (7.0 mi²) of it is land and 1.3 km² (0.5 mi²) of it is water. The total area is 6.51% water.

There are 4,183 households out of which 31.0% have children under the age of 18 living with them, 47.2% are married couples living together, 11.9% have a female householder with no husband present, and 37.1% are non-families. 32.3% of all households are made up of individuals and 17.6% have someone living alone who is 65 years of age or older. The average household size is 2.34 and the average family size is 2.96.
In the city the population is spread out with 25.3% under the age of 18, 8.5% from 18 to 24, 27.5% from 25 to 44, 19.1% from 45 to 64, and 19.7% who are 65 years of age or older. The median age is 37 years. For every 100 females there are 89.8 males. For every 100 females age 18 and over, there are 84.4 males.
The median income for a household in the city is $33,098, and the median income for a family is $45,860. Males have a median income of $30,789 versus $21,372 for females. The per capita income for the city is $17,429. 9.5% of the population and 5.7% of families are below the poverty line. Out of the total population, 10.7% of those under the age of 18 and 15.0% of those 65 and older are living below the poverty line.
