It is only in Pokémon Ruby and Pokemon Sapphire, and can be found on Route 128 and Ever Grande City by fishing. Luvdisc can learn Attract, so be cautious! It is very oblivious but a little cute as well. It is quite easy to catch, so you will not have a problem!

Notable Trainers
Wallace, the Sootopolis Gym Leader in Ruby and Sapphire], uses a level 40 female Luvdisc with Attract and Water Pulse. It is his easiest Pokémon.
Juan, the Sootopolis Gym Leader in Pokémon Emerald, has Luvdisc at level 41. It is still the easiest Pokémon on his team, however. He does not use Luvdisc the second time you battle him.
