During his 12 years there, he opposed video gambling, but in 1998, when he became the candidate for governor, he came out in support of a state lottery. Like the Georgia politician Zell Miller, Hodges achieved popularity partly because of the lottery. He was defeated in the 2002 election by Republican Mark Sanford 53%-47%.
Major Events and Accomplishments, 1999–2003
Education and a statewide lottery were major issues in Hodges' campaign. Hodges was the first candidate to defeat an incumbent governor in a general election since Wade Hampton III defeated Governor Daniel Henry Chamberlain in 1876 when he he defeated the Republican incumbent, David Beasley 53%-45%. He also instituted the construction of the New Cooper River Bridge in Charleston, SC which when completed will be North America's longest cabled spanned bridge.
