The racial makeup of the city is 91.42% White, 1.72% African American, 0.00% Native American, 0.43% Asian, 0.00% Pacific Islander, 6.01% from other races, and 0.43% from two or more races. 8.15% of the population are Hispanic or Latino of any race.

History
The City of Hays was founded in the 1970s following a movement to incorporate the Country Estates subdivision.
