Gilmer is a city located in Upshur County, Texas. As of the 2000 census, the city had a total population of 4,799. It is the county seat of Upshur CountyTemplate:GR.

According to the United States Census Bureau, the city has a total area of 12.0 km² (4.6 mi²). 12.0 km² (4.6 mi²) of it is land and none of the area is covered with water.
Demographics
As of the censusTemplate:GR of 2000, there are 4,799 people, 1,926 households, and 1,300 families residing in the city. The population density is 401.1/km² (1,038.5/mi²). There are 2,214 housing units at an average density of 185.0/km² (479.1/mi²). The racial makeup of the city is 75.91% White, 20.23% African American, 0.35% Native American, 0.08% Asian, 0.02% Pacific Islander, 1.90% from other races, and 1.50% from two or more races. 4.42% of the population are Hispanic or Latino of any race.
There are 1,926 households out of which 30.1% have children under the age of 18 living with them, 46.2% are married couples living together, 17.7% have a female householder with no husband present, and 32.5% are non-families. 29.9% of all households are made up of individuals and 17.3% have someone living alone who is 65 years of age or older. The average household size is 2.37 and the average family size is 2.93.
