FOXHOUND's former logo

In order to cope with local revolutions, regional complications, and global terrorist activities, a special operations unit called FOXHOUND was founded in 1971, as an offshot of the FOX unit formerly led by Major Zero. Their agents are trained to infiltrate and carry-out top-secret operations within "unauthorized" combat zones which are too politically-sensitive to intervene in through conventional means. The existence of FOX-HOUND became known worldwide after the "Outer Heaven Crisis" at Garzburg in 1995, and once again during the "Zanzibar Land Riots" in 1999. They were able to make good use of high-tech surveillance and combat equipment in their covert operations, having a resounding impact on contemporary military strategy and training, resulting in a slew of other special forces units being created in their image (such as Dead Cell) throughout the world. In 2005, the unit was disbanded after their involvement in the "Shadow Moses Island" takeover, which also revealed their experiments with gene therapy. Since then several tales of their members (most notably Solid Snake) have surfaced to the public, earning the unit the title of the "Phantom Ninja Squad".

All members of FOX-HOUND have mastered various paratrooper techniques, including low and high altitude diving skills, and are thoroughly acquainted with silent invasion techniques from under and over water. Moreover, they have an incredible amount of knowledge concerning wilderness survival techniques for both forest, jungle, desert, and mountainous areas; are well trained in shadow and tailing techniques, pyrotechnic and munitions handling, radio and satellite communications, the seizing and reusing of enemy weapons and items, the electronic collection information and surveillance, various martial arts, emergency medical operations, world linguistics, and various other unreleased special skills.

Due to the rigorous demands, both mental and physical, placed upon members of FOX-HOUND, members are never chosen as civilians, but are drafted instead from a myriad of armed forces recruits and self-nominees from various special forces.

Members

Big Boss era (1971-1995)

Big Boss

FOX-HOUND's founder and commanding officer. The greatest soldier of the twentieth century. He was once an agent for FOX, a department in the U.S. Army, under code name "Naked Snake". He was given the title "Big Boss" after defeating and killing his defected mentor, The Boss. When the FOX unit disbanded, Big Boss founded FOX-HOUND to honor FOX's traditions. He disappeared when Solid Snake discovered that he was responsible for the creation of Metal Gear and the "fortress nation" of Outer Heaven, and later resurfaced in Zanzibar Land. He would be finally defeated and killed there by Solid Snake.

Solid Snake

A living legend and FOX-HOUND's greatest soldier, Solid Snake first entered FOX-HOUND as a rookie agent assigned to free Grey Fox from Outer Heaven and destroy Metal Gear. He disappeared following that incident, only to be "convinced" to come out of retirement to infiltrate both Zanzibar Land, and later, Shadow Moses. The revelation of Big Boss's treachery and his relation to the man, as well as the forced killing of his best friend, left him deeply embittered and cynical about himself and his "skills" as a soldier. He isolated himself to a log cabin in Alaska, and in order to stave off flashbacks and hallucinations, devoted himself to dog-mushing. The friendships and alliances he made at Shadow Moses, however, turned this around to an extent, and gave him a sense of purpose. Faked his own death and burial following Shadow Moses, and formed Philanthropy.

Gray Fox

The only FOX-HOUND member ever to ascend to the codename "FOX". His real name is Frank Jaeger. He was the original agent assigned to infiltrate Outer Heaven, but in the process was kidnapped. He would eventually be rescued by Solid Snake and assist in demolishing Outer Heaven and the powerful Metal Gear. During the Zanzibar Land incident, he joins Big Boss in an attempt to rebuild Outer Heaven. Fox was also rumored to be the new Metal Gear's pilot. Solid Snake, who is interrogated to take the mission, comes to Zanzibar Land to stop Big Boss and Gray Fox. In a fight in a minefield, Solid Snake kills Gray Fox.

At some point before Zanzibar, Gray Fox had found Naomi Hunter's family and kills her parents during a mission. He felt remorse for Naomi though and took care of her, never telling her what happened to her parents. After he died Naomi helped sustain him by repairing his body with a cyborg 'ninja' outfit that increased his natural abilities several times over. This cause severe mental trauma, though, leading Gray Fox to behave almost uncontrollably.

Several years later, FOX-HOUND rebels against the United States and attacks the nuclear weapons facility on Shadow Moses Island in Alaska. Solid Snake takes the mission to stop FOX-HOUND and destroy the most powerful Metal Gear yet, REX. Gray Fox, believed to be dead, mysteriously appears and helps Solid Snake destroy REX and stop Liquid Snake. However, during the fight with REX, he is truly killed.

Campbell era (1995-2000)

Colonel Roy Campbell

FOX-HOUND's commander following Big Boss's betrayal, during the incident in Zanzibar Land for example. A close friend of Solid Snake, he was brought out of retirement during the Shadow Moses incident to act as a figurehead and convince Solid Snake to assist in the operation.

Master Miller

Man who taught Solid Snake all his tactics. He was known as Master Hell in boot camp. A Green Beret who served his country. During the Shadow Moses Incident, Snake thought it was Miller who was guiding him throught the mission. But when Metal Gear Rex was activated Miller showed his true identity in a conversation on his codec. Liquid Snake was impersonating Miller to get more information and Colonel Campbell told Snake that it was not Master Miller and he has been dead for at least three days. Miller was said to have been killed by soldiers from Fox-Hound.

George Kessler

American. Previously participated in various mercenary forces around the world such as the South African Mercenary Force and the French Foreign Legion. Retired from Mercenary work after right thigh was injured during the Zanzibar Land Independence War (Mercenary War). Worked briefly as a negotiator and afterwards put field experience to use by working as a military informant. Served as an arms advisor for FOXHOUND for quite awhile prior to working with Snake in Operation: Intrude F014. It is said that there isn't a mercenary in the world he doesn't know. Likewise, if there's a mercenary that doesn't know him, then he isn't worthy of being deemed as a first-class mercenary.

Liquid Snake era (2000-2005)

FOXHOUND during the Shadow Moses incident

Liquid Snake

FOX-HOUND's squad leader during the Shadow Moses incident. Mastermind behind the "revolution" there as part of his life's goal to surpass Big Boss; he believed that the "soldier genes" he received from him were flawed, giving him a lifelong inferiority complex and a pathological hatred of Solid Snake, his twin brother and the true "inferior" one. Apparently invincible, surviving a helicopter crash, Metal Gear REX's destruction, a massive fall from the machine following a fist-fight, machine-gun fire during a jeep chase, and the subsequent crash. Killed by the FOXDIE virus. Liquid seems live on through Ocelot due to the grafting of Liquids arm to Ocelot.

Revolver Ocelot

A former member of the Ocelot unit in the Russian special forces, ejected following a failed coup d'etat. Recruited into FOX-HOUND by Big Boss, despite being responsible for the loss of his eye. A virtuoso gunfighter who uses a prized Colt Single Action Army revolver, hence his codename. Also a particularly cruel interrogator; he views this as a sport. Lost his right arm to Gray Fox during the Shadow Moses incident, later having Liquid Snake's arm grafted on. A persistent man; one wonders where his true loyalties lie.

Decoy Octopus

Octopus was an incredibly gifted, mexican born actor with a knack for espionage. Most of his face had been removed, so he could more easily use various prosthetics for his impersonations. Also, he often took the subjects very blood into himself, as wellas employing a variety of drugs to adjust his metabolism to match that of the target. The man could also speak many languages and dialects, and the octopus designation is based on his skills as a contortionist. Decoy Octopus joined FOXHOUND from the CIA, where he served as a body double.

Vulcan Raven

Vulcan Raven's codename stems from both his uncanny affinity for ravens, who his Inuit ancestors view as a creator-spirit, and the enormous 20mm gatling cannon that was his trademark weapon. The massive mercenary served with Bimpel in the USSR, where he met Revolver Ocelot who later introduced him to the FOXHOUND Unit.

Psycho Mantis

A powerful Psychic who attempted to extract the Metal Gear activation codes from the minds of Baker and Anderson during the Shadow Moses incident. He was previously employed by both the KGB and the FBI after a childhood incident left him emotionally unstable.

Sniper Wolf

An incredible sniper who can lie in wait without moving for weeks, waiting for her target. She has an affinity for dogs and wolves and rescued the ones at Shadow Moses from the attack. She regularly takes Diazepam, a tranquilizer that reduces trembling in the body, allowing her greater accuracy. Once she has identified a target, she will relentlesley pursue them until they are dead. She will think of nothing else until then, and on some occasions has been known to fall in love with her targets.

Naomi Hunter

A scentist, recruited by the Pentagon, who is an expert in gene therapy. She assisted Solid Snake via Codec during his mission on Shadow Moses Island. It is later revealed that she was not recruited by the Pentagon. She is a woman who seeks revenge against Solid Snake for killing her brother, who is believed to be none other than Gray Fox. Before Snake left for Shadow Moses, she injected FoxDie, a genetically created virus, into him. She later realizes her mistake and is looking for a vaccine to cure Snake.

Meryl Silverburgh

Meryl is a VR trained soldier and niece of Roy Cambell. She was kidnapped and sent to Shadow Moses Island. She becomes a mind slave of Psycho Mantis, a member of FOXHOUND, but is later freed by Solid Snake. She is eventually shot down, but spared, by FOXHOUND member Sniper Wolf and taken prisoner. After Solid Snake stops FOXHOUND, he rescues Meryl and they both fall in love in the end.

Genome Soldiers

An army of NEXT-GEN, VR-trained soldiers that are implanted with the "soldier" genes of Big Boss, making them more effective combatants. Psycho Mantis brainwashes them during the Shadow Moses incident to bolster FOXHOUND's ranks and to fortify the nuclear disposal facility against any threats.

Post-FOXHOUND

Colonel

Apparently FOXHOUND's commander, he is in fact an elaborate AI designed after the image of Roy Campbell.

Raiden

A new recruit to what he believes to be FOX-HOUND. In fact, FOX-HOUND has been disbanded and he is operating under the orders of the Patriots. As with other FOX-HOUND members, a former mercenary and child soldier, leading to bouts of nervousness and anger when question about his past.

Rosemary

Raiden's girlfriend, in charge of saving mission data. Another operative of the Patriots, she harasses Raiden with relationship questions throughout his mission. see Rosemary (metal gear)

Non-Continuity/Alternate Universes

Benson Cunningham

Chief of JUNKER in Snatcher. Served as FOXHOUND's strategist during the 2020's.

John Turner

A FOXHOUND member appearing in the non-canonical Snake's Revenge. Served as a member of the Navy Intelligence Service for six years prior to joining FOXHOUND. He is captured early during Operation 747 as a diversion for Snake's infiltration. A man claiming to be John contacts Snake later on, but it's eventually revealed to be an imposter. The real John Turner (assuming there was one in the first place) is never seen again.

Nick Myer

Another FOXHOUND member appearing in Snake's Revenge. A former Marine assigned as the weapons and explosive expert of Operation 747. He reaches the enemy's main base ahead of Snake, but becomes careless and is killed in action. After the completion of Operation 747, he was awarded with three posthumous promotions.

Allen Iishiba

A character from the Metal Gear Solid Drama CD series released in Japan only.

Mark Cortez

Another character from the Metal Gear Solid Drama CD series.
