Competencies represent clusters of skills, abilities and knowledges needed to perform jobs.

Possession of a competence
A person possesses a competence, as long as the skills abilities and knowledge that define that competence are a part of the person. Therefore one might not lose a skill, knowledge or ability, but could lose a competence if the defining factors of the competence change.
