Celestial Intervention Agency

The Celestial Intervention Agency is a fictional organization of Time Lords in the Doctor Who universe. Very little is known about the agency except that they sometimes use the Doctor as an agent, for example in attempting to prevent the creation of the Daleks in the serial Genesis of the Daleks (at least according to the Doctor Who role-playing game). Although fans often assume that the CIA is a clandestine agency, its existence is a matter of Gallifreyan public record and its influence is well-known, so it is less a secret agency than an agency whose operations are sometimes secret.
In the Doctor Who role-playing game, it was suggested that player characters be agents of the CIA or their human companions. Most of what information is available on the agency comes from that source, and as such, may not be regarded as canon by many fans.
