Bay Lake is a city located in Orange County, Florida and Osceola County, Florida. As of the 2000 census, the city had a total population of 23. It is named after Bay Lake, a lake east of the Magic Kingdom.

History
Chapter 67-1104 of the Laws of Florida, incorporating the City of Bay Lake, was signed into law by Governor Claude R. Kirk, Jr. on May 12, 1967, the same day he also signed chapters 67-764 (creating the Reedy Creek Improvement District) and 67-1965 (incorporating the City of Reedy Creek). It was and still is located fully inside the Reedy Creek Improvement District, and all its duties have been taken care of by the Reedy Creek Improvement District. As fully described in Reedy Creek Improvement District, the city has always been controlled by the Walt Disney Company and has allowed them powers that other area attractions have not had.
Chapter 69-836, which became a law on July 3, 1969 without the Governor's approval, redefined the city boundaries to exclude the easternmost part. Chapter 69-1527, which became a law the same day, completely moved the City of Reedy Creek, with the land given up by the City of Bay Lake included in the new City of Reedy Creek. Since then, the City of Bay Lake has expanded to fill the original Reedy Creek Improvement District west of Bonnet Creek, but the Reedy Creek Improvement District has expanded to include new land not in the City.
The Reedy Creek Improvement District had all the powers of the City and more, so there seems to be no reason for a city. However, Walt Disney's original plans for the site included at least one futuristic living area. This was never built, but some of the ideas were incorporated into EPCOT. The later Celebration, Florida was deannexed from the City and the Reedy Creek Improvement District in 1994 so the Walt Disney Company would not lose control. The only residents of the city are Disney employees that live in a community on the north shore of Bay Lake (on Bay Court). The only landowners are fully-owned subsidiaries of the Walt Disney Company, right-of-way for state and county roads, and five 5 acre (20,000 m²) lots owned by high-up Disney employees to give them voting power in the Reedy Creek Improvement District.

According to the United States Census Bureau, the city has a total area of 54.7 km² (21.1 mi²). 51.6 km² (19.9 mi²) of it is land and 3.1 km² (1.2 mi²) of it is water. The total area is 5.63% water.
Demographics
As of the censusTemplate:GR of 2000, there are 23 people, 9 households, and 6 families residing in the city. The population density is 0.4/km² (1.2/mi²). There are 9 housing units at an average density of 0.2/km² (0.5/mi²). The racial makeup of the city is twenty-two White people and one African American. None of the people in Bay Lake are Hispanic or Latino of any race.
There are nine households in Bay Lake, out of which three have children under the age of 18 living with them, five have married couples living together, one has a female householder with no husband present, and three of the households are non-families. Three households are made up of individuals and one consists of someone living alone who is 65 years of age or older. The average household size is 2.56 and the average family size is 3.00.
In the city the population is spread out with six people under the age of 18, one between 18 and 24, seven from 25 to 44, eight from 45 to 64, and one who is 65 years of age or older. The median age is 38 years. For every 100 females there are 155.6 males. For every 100 females age 18 and over, there are 183.3 males.
The median income for a household in the city is $86,288, and the median income for a family is $86,288. Males have a median income of $76,284 versus $21,667 for females. The per capita income for the city is $26,731. 0.0% of the population and 0.0% of families are below the poverty line.
