"The Joke of Federal Cybersecurity Oversight" is the title of an essay by Richard Forno dated 17 March 2004, that was published on Forno's web site. The essay's overall thesis is that oversight of the United States Federal Government's computer security was currently inadequate.
Toward the beginning of the essay, Forno lists a series of news articles, mostly from CNET News.com, that describe inadequacies in the Federal Government's computer security. (He also notes his opinion that the mass media, in its drive to attract attention, tends to ignore news of positive developments in Federal computer security.)
In the rest of the essay, Forno criticizes the Government for insecure administration of information technology.
- "Granted, popular enterprise technology is nowhere as secure as it should be, but today's federal cybersecurity woes result more from flawed technology management practices than flawed technology. To that end, we need to foster and reward innovative, effective management processes in the federal computer security arena and terminate the current technology management and oversight philosophy that tolerates and rewards idleness and mediocrity while doing little to actually eliminate them."
