Philémon Cousineau (October 25 1874 - March 3 1959) was born in St-Laurent (today part of Montreal).
He was a Quebec Conservative Party leader from 1915 to 1916, resigning following his defeat in the 1916 Quebec provincial election.
He had been mayor of the city of St-Laurent from 1905 to 1909. In 1920 he became a Superior Court judge.

He lost the 1916 election.
