Luleå Municipality (Template:Audio, ) is a Swedish municipality in northern Sweden where the city Luleå is seat with a population of about 45,000. Luleå serves as the county seat of Norrbotten County. In an earlier census, 36,201 of the then total population of 71,652 was male, and 35,451 was female.

The harbour of Luleå is of particular significance for iron ore from LKAB's mining in Kiruna and Gällivare/Malmberget. Due to sea ice situation in the Gulf of Bothnia, the harbour is typically closed each year December–May. The river Lule älv empties into the Baltic Sea at Luleå.
The Church Village of Gammelstad, outside Luleå is a UNESCO World Heritage Site.
Luleå was founded in 1621 by king Gustav II Adolph of Sweden. It was situated where Gammelstad (Old Town) is situated today. The town had to be moved in 1649 to the current site, due to the constant elevation of the land.
