The 21st Dáil was elected on June 16, 1977 and first met on July 15 when the 15th Government of Ireland was appointed. The 21st Dáil lasted for 1,456 days.

15th Government - (July 5, 1977–December 11, 1979)
The Fifteenth Government of Ireland was remembered allowing the Nuclear Energy Board plans for a plant at Carnsore Point to go ahead. Desmond O'Malley, as the minister in with responsibility for the board was central to this leadership. Later the Sixteenth Government, under the same Dáil, would drop these plans.
