Francis Napier, 10th Lord Napier

Francis Napier, 10th Lord Napier and 1st Baron Ettrick, KT (1819 - 1898) was a British colonial administrator. He served as the Viceroy of India in 1872. In July 1872 he was created Baron Ettrick, of Ettrick in the County of Selkirk.
He chaired the Napier Commission (the Royal Commission of Inquiry into the Condition of Crofters and Cottars in the Highlands and Islands) which was appointed in 1883 and reported in 1884.
