He is (or was) the head scientist of the Red Ribbon Army. After the Red Ribbon Army was defeated, he created all the androids and Cell to take revenge on Goku. He also transfers his mind into an artificial body (Android 20) with the same appearance as his old body.
He is later killed by his own creations Android 17 and Android 18.
Dr. Gero does not appear in the original Dragon Ball, and was not even credited for the creation of the Red Ribbon Army's robots, as he was not thought up of as a character at the time.
