The End of the Whole Mess is a short science fiction story by Stephen King which was published in the Nightmares and Dreamscapes collection.
It describes a young scientist who discovers a chemical that greatly suppresses human aggressiveness. At a time of international chaos suggestive of an approaching total nuclear war, he and his friends disperse a large quantity of this substance throughout the world in the hope of preventing the catastrophe by making people unwilling and unable to fight. Unfortunately, they only find out about a major side effect of their medicine when it is already too late.
