Sniper was a 1993 action film starring Tom Berenger and Billy Zane as American army snipers on an assassination mission in Panama.
The story: Tom Berengers character is soon to retire and dreams of starting a fishing camp in Bozeman Montana. Billy Zane (a marksman and not really a sniper) says the creek where Berenger plans to start his fishing camp was leveled to the ground several years ago.
