Philadelphia City Council

The Philadelphia City Council, the legislative body of Philadelphia, consists of a president elected at-large; ten members elected by district; and seven members elected at-large. Each member's term is four years, and there are no limits on the number of terms a member may serve. Council members David Cohen and Anna Verna are in their 8th terms, while council member Juan Ramos is in his first term. Councilman Cohen himself is 90 years old as of 2004, one of the oldest elected representatives in the United States. Two of the seven council members at large--David Cohen and Jack Kelly--each previously served as a district councilman.
