The Enterprise detects a distress call from Nikolai Rozhenko (played by Paul Sorvino), the foster brother of Worf. Rozhenko is under Federation authority on Boraal II, an M-class planet currently in the process of an atmospheric catastrophe, observing the culture of the Boraalans.
Rozhenko transports aboard the Enterprise and meets with the senior staff in the observation lounge. During the meeting, Picard dictates that in compliance with the Prime Directive, they must allow the Boraalans to die while the environment on Boraal II rapidly becomes unsustainable to their mechanical, physical, or biochemical functions.
The Enterprise experiences a power drain, the origin being from the Holodeck. Worf goes to investigate the cause. When he attempts to open the doors to the Holodeck, he finds that not even his security password can bypass the lock. The lock is opened from the inside. Worf meets Rozhenko inside. Rozhenko had taken the initiative to transport the Boraalans on an identical camping site on the ship while they were sleeping.
Plasmonic waves from the planet begin to interfere with the Enterprise's power and it begins to affect the imaging in the Holodeck. The crew, which has discovered the Boraalans on the ship, have only a few hours to find an M-class planet and transport the Boraalans there. Rozhenko designs the program in the Holodeck to make it appear that the Boraalans are traveling to a habitable place on the planet that they are no longer on. The surface of the new planet will be their stopping point.
