Foreign Terrorist Organisation

The term Foreign Terrorist Organisation is a legal designation given by the Secretary of State, USA to organisations which are considered to be actively pursuing their (political or otherwise) aims outwith the United States of America with terroristic means, but constrain themselves to fundraising and other political means within the United States and do not directly attack American interests.
The Secretary of State can apply this designation after conferring with the Attorney General for a period of up to two years at each time.
Legal consequences of this designation are e.g. restriction on fundraising, application of visa restrictions and freezing funds.
Examples of groups currently designated in this way are the Mujahideen al-Khalq, the Tamil Tigers and the Irish Republican Army
A similar legal category is in the United Kingdom proscription under the Terrorism Act 2000.
