Criticism

By his political opponents, Carl I. Hagen has often been labeled a populist and political chameleon. He is claimed to "quickly change his position on key political issues according to what he thinks will win his party the most votes". The retort from Hagen is that these are undocumented characterizations. These claims dates back to a motion of no confidence in 1986 by the Conservative Party prime minister Kåre Willoch. During the parliamentary election campaign one year earlier, the Progress Party had promised to support a conservative government, but when the motion failed to pass - in part due to lack of support from Hagen's party - Kåre Willoch explained it as "the unpredictablility of Carl I. Hagen".
