"Õ", or "õ", is a vowel and a letter in the Estonian alphabet, representing [].
"Õ" also occurs in the Portuguese language, where it stands for an accented nasalized [o]. It is not an actual letter of the alphabet, but a composition of the letter "O" and the diacritic mark tilde.
Due to character encoding confusion, the letters can be seen on many incorrectly coded Hungarian web pages, representing "Ő"/"ő". This can happen due to said characters sharing a code point in the ISO 8859-1 and 8859-2 character sets, as well as the Windows-1252 and Windows-1250 character sets, and the web site owner forgetting to set the correct codepage. "Õ" and "õ" are not part of the Hungarian alphabet.
