I would question how much the slight elevation difference between Atlanta and the other Eastern major-league cities has much to do with the frequency with which home runs were hit there. I think that this was far more likely to be primarily to the dimensions, which were small for a major-league park. The outfield was particualry small after the plate was moved closer to the outfield fence and the amount of foul territory behind it increased.
