The crest is in a stained glass window at the top of the Ashton Memorial, Lancaster, England. The motto reads Luck to Loyne. Loyne is an old name for the River Lune. The window is dated 1908.
This crest has been superseded by a newer one since the District of Lancaster grew to incorporate Carnforth and Morecambe. See http://www.ngw.nl/int/gbr/l/lancaste.htm for the modern crest.
